OpenAI this week submitted its proposal for the benefit of USA policy makers who had solicited RFI (Requests For Information) from the public. (hey i’m finishing ai counsel’s deadline is not until midnight ok???)
It drew immediate blowback online for suggestions of the following:
Banning DeepSeek, the PRC (People’s Republic of China) “free” “open source” LLM which caused a major ripple in the AI industry, and
Suggestion that ALL AI content should be declared “Fair Use” (i.e. legal to use copyrighted data for AI purposes). [much more on this later, it is not “cut and dry”]
The latter would sure help w major pending litigation OAI is presently in!
So here is OpenAI’s US Economic Blueprint, and from the goodness of one of my MagicToolsTM, a pithy summary for your review:
Introduction to OpenAI's Economic Blueprint
OpenAI's Economic Blueprint, updated in February 2025 with a focus on advancing AI education, presents a comprehensive framework for maximizing artificial intelligence benefits while maintaining US leadership in AI technology.
The document outlines strategies to ensure AI benefits society broadly through solving complex problems across various sectors while protecting national security and establishing democratic AI principles based on American values.
Drawing parallels between the current AI revolution and the early automobile industry, the blueprint emphasizes the importance of balanced regulation that fosters innovation while protecting public interests.
Key Points from OpenAI's Economic Blueprint:
OpenAI's mission focuses on building AI that helps solve hard problems to benefit the most people possible, with their tools already being used by over 300 million people worldwide, including 3 million developers.
The blueprint emphasizes the urgency of American action to prevent autocratic control of AI while capitalizing on its economic potential, positioning AI as too powerful to be shaped by autocrats.
Four key objectives are outlined: ensuring AI benefits everyone, maintaining US global leadership, establishing democratic AI principles, and creating clear regulatory frameworks.
The document advocates for a free market approach promoting fair competition that drives innovation, while establishing common-sense rules to protect people from actual harms.
OpenAI identifies "frontier models" (state-of-the-art large language models) as critical to US economic and national security, recommending responsible export to allies while limiting access to adversary nations.
The blueprint calls for federal leadership in developing national security evaluations and establishing international coalitions for shared safety standards to prevent a hindering patchwork of state regulations.
Child safety is prioritized, with recommendations to prevent AI-generated child sexual abuse material and incorporate protections throughout the AI development lifecycle.
Content provenance standards are emphasized to help users know where AI-generated content comes from, building trust and empowering users.
The document advocates for user empowerment through personalization controls and AI literacy programs to help people understand how to customize their AI tools.
Infrastructure development is identified as critical, with chips, data, energy, and talent described as the key resources that will underpin continued US leadership.
The blueprint warns that approximately $175 billion in global funds is waiting to be invested in AI infrastructure, and if the US doesn't act quickly, these funds may flow to projects backed by the Chinese Communist Party.
Creation of AI Economic Zones is proposed to speed up permitting processes for building AI infrastructure like new energy sources.
A nationwide AI education strategy is recommended to help the current workforce and students become AI-ready, including expanding 529 savings plans to cover more AI supply chain-related training programs.
The document calls for investment in national research infrastructure and next-generation energy technology to support American leadership in AI.
OpenAI describes the Economic Blueprint as a "living document" that will be updated based on ongoing collaboration with the US government.
"We believe in America because America believes in innovation. This country always succeeds when it bets on its ecosystem of builders and entrepreneurs."
